Regulations for Seafarer Training, Examination and Application for Certification Article 5
Second-class voyager refers to Class A crew members in the decking department of the following ships:1. Ships sailing on international routes with a gross tonnage of more than 500 and less than 3,000.2. Ships sailing directly cross-strait with a total tonnage of more than 500 and less than 10,000.3. Ships sailing on domestic routes with a total tonnage of more than 500 and less than 10,000.A ship may be decked with a second-class pilot if it has one of the following conditions:1. Ships in the offshore area with a total tonnage of more than 3,000 and less than 8,000 and sailing east of 90 degrees east longitude, west of 150 degrees, north of 10 degrees south latitude and 45 degrees north latitude.2. Non-passenger vessels sailing directly cross- strait with a total tonnage of over 10,000.3. Non-passenger vessels sailing on domestic routes with a total tonnage of over 10,000.The first item of the first paragraph and the first item of the second paragraph shall be suspended from July 1, 2023. However, it does not apply to ones already holding the second-class voyager's certificate of competency before above mentioned date.

二等航行員指在下列船舶服務之艙面部門甲級船員：
一、在總噸位五百以上未滿三千航行於國際航線之船舶。
二、在總噸位五百以上未滿一萬航行於兩岸直航之船舶。
三、在總噸位五百以上未滿一萬航行於國內航線之船舶。
船舶具下列情形之一者，得配置二等航行員：
一、在總噸位三千以上未滿八千且航行於東經九十度以東，一百五十度以西，南緯十度以北及北緯四十五度以南近海區域之船舶。
二、在總噸位一萬以上航行於兩岸直航之非客船。
三、在總噸位一萬以上航行於國內航線之非客船。
第一項第一款及第二項第一款規定，自中華民國一百十二年七月一日起停止適用。
但停止適用前領有二等航行員適任證書者，不在此限。

三、在總噸位五百以上未滿一萬航行於國內航線之船舶。
