First-class voyager refers to Class A crew members in the decking department of the following ships:1. Ships sailing on international routes with a gross tonnage of more than 3,000.2. Ships that sail directly in the Taiwan area and the mainland area (hereinafter referred to as the cross-strait) with a total tonnage of more than 10,000.3. Ships sailing on domestic routes with a total tonnage of over 10,000.

一等航行員指在下列船舶服務之艙面部門甲級船員：
一、在總噸位三千以上航行於國際航線之船舶。
二、在總噸位一萬以上航行於臺灣地區與大陸地區（以下簡稱兩岸）直航之船舶。
三、在總噸位一萬以上航行於國內航線之船舶。
