Regulations for Seafarer Training, Examination and Application for Certification Article 18
Crew training shall be entrusted or approved by the navigation authority or the domestic crew training institution. The training plan and course shall be formulated by the crew training institution in accordance with the requirements of the International Convention for the Training of Nautical Personnel and submitted to the navigational authorities for approval.
