Rules Governing Seafarer Professional Training Organizations Article 3
Professional organizations shall make plans for seafarer training and submit them to the shipping administration authority for approval five days prior to seafarer training except for special cases with the approval of the shipping administration authority.The plans for seafarer training referred to in the preceding paragraph shall include the dates of training, qualifications, vacancies for trainees, course supervision, selection of instructors and evaluators, training courses, training materials and facilities, training expenses, evaluation and certification.In case of any modifications or changes of the plans for seafarer training referred to in the preceding paragraph, related documents shall be submitted to the shipping administration authority for approval.

專業機構應擬訂船員訓練計畫，並於開班前五日報請航政機關核可後，始得開班施訓。
但有特殊情形報經航政機關同意者，不在此限。
前項訓練計畫內容包括訓練日期、參訓資格、訓練名額、課程監督、講師與評鑑員之遴聘、訓練課程、教材及設備、訓練費用、評核及發證等事項。
第一項經核准之訓練計畫如有修正或變更者，應檢具有關文件報請航政機關核可。
但有特殊情形報經航政機關同意者，不在此限。
前項訓練計畫內容包括訓練日期、參訓資格、訓練名額、課程監督、講師與評鑑員之遴聘、訓練課程、教材及設備、訓練費用、評核及發證等事項。
第一項經核准之訓練計畫如有修正或變更者，應檢具有關文件報請航政機關核可。
