Seafarer's Service Regulations Article 74-3
Regarding short-term teaching and training for onboard navigation that lasts less than one year for students from navigation, marine engine, electric engineering or marine tourism related departments or programs, the schools shall prepare a training plan with clearly defined training program and submit it together with medical examination forms and the students’ onboard training register to the Maritime Administration to apply for Seafarer Service Books. The students’ seagoing service experience during onboard teaching and training periods shall be recorded in their Seafarer Service Books.To apply for short-term onboard teaching and training, foreign students shall be subject to the same qualifications and procedures for domestic students and one of the following documents shall be provided:1. Alien Resident Certificate or Alien Permanent Resident Certificate..2. Passport and residence document with validity of at least one year.Cadets and students participating in onboard teaching and training as approved by the Maritime Administration shall receive training in accordance with the program specified in the onboard training register and their Internship experience shall be recorded.

就讀航海、輪機、輪機電技、海洋觀光相關系科或學程之學生，上船進行少於一年之短期教學訓練，應由學校擬具訓練計畫書，明訂訓練項目，檢具體格檢查表，連同學生上船訓練名冊向航政機關申領船員服務手冊；其船上教學訓練期間之海勤資歷，准予載入船員服務手冊。
外國籍學生申請上船進行短期教學訓練之資格與程序，比照本國籍學生，並應檢具下列文件之一：
一、外僑居留證或永久居留證。
二、護照及一年以上居留證明文件。
實習生及經航政機關核准上船進行教學訓練之學生實習經歷，應依船上訓練紀錄簿所定項目接受訓練，並經簽署海勤資歷。
