Enforcement Rules for Water Act Article 23
The designated applicant for application of water right registered according to the first paragraph, Article 29 of the Act shall be the following:1. For registration of water right acquisition, the water work proprietor or the entity that requires access to water source shall apply.2. For registration of water right transfer or hypothecation of other rights, the water right holder and obligator shall jointly apply.。3. For registration of water right alteration, the water right holder shall apply.4. For registration of water right extinguishment, the water right holder shall apply.

依本法第二十九條第一項規定提出水權登記申請者，其申請人如下：
一、水權取得登記，由興辦水利事業權利人或需取用水資源者申請之。
二、水權移轉登記或設定其他權利之登記，由水權人及義務人共同申請之。
三、水權變更登記，由水權人申請之。
四、水權消滅登記，由水權人申請之。
