Water Act Article 60-2
Where a well is abandoned or not in use, the well owner shall seal or back fill the well to prevent loss or contamination of water in the aquifer.The authority-in-charge may hire contractors to do the well sealing or back filling under the preceding paragraph; however, the costs and expenses thereof shall be borne by the well owner.

水井停止使用或廢棄時，水井所有人應將水井封閉或填塞，以防止含水層水量之流失或水質之污染。
