Regulations Governing Issuance of Certificates of Origin and Certificates of Processing Article 12
Unless approved by the TITA, applicants and issuing bodies shall transmit the corresponding electronic data via the TITA's online operating system for applications for Certificates of Origin and Certificates of Processing (hereinafter referred to as “the operating system”) to apply for and issue Certificates of Origin or Certificates of Processing. However, the applicant may apply in writing if the computer system of the TITA is out of order. The TITA shall announce procedures for hard copy applications separately.

申請人及簽發單位，除經貿易署同意者外，應以電子資料傳輸方式，透過貿易署建置之原產地證明書及加工證明書線上作業系統（以下簡稱作業系統），辦理原產地證明書或加工證明書申請及簽發業務。
但貿易署電腦系統故障時，得先以書面方式辦理；其作業方式，由貿易署另行公告之。
