Measure Governing Oil in Emergency Management Article 4
Before enforcing the Measure Governing Oil in Emergency Management, the central competent authority shall establish the Council Oil in Emergency Management where the chief of the central competent authority (i.e. the Minister of MOEA) assumes the director concurrently. The following persons may be invited (or designated) to hold the concurrent posts of the members of the council (composed of 14 - 16 members):1.Vice-Minister of the Ministry of the Interior2.Vice-Minister of the Ministry of National Defense3.Vice-Minister of the Ministry of Finance4.Vice-Minister of the Ministry of Justice5.Vice-Minister of the Ministry of Economic Affairs6.Vice-Minister of the Ministry of Transportation and Communications7.Vice-Minister of the Council for Economic Planning and Development, Executive Yuan8.Vice-Minister of the Council of Agriculture, Executive Yuan9.Vice Chairperson of the Fair Trade Commission, Executive Yuan10.Secretary General of the Consumer Protection Commission, Executive Yuan11.Two or three oil refinery representatives12.Two or three scholars, professionals

緊急時期石油處置措施實施前，中央主管機關應設緊急時期石油處置會，置召集人一人，由中央主管機關首長（即經濟部部長）兼任；委員十四人至十六人，就下列人員聘（派）兼之：
一、內政部次長。
二、國防部次長。
三、財政部次長。
四、法務部次長。
五、經濟部次長。
六、交通部次長。
七、行政院經濟建設委員會副主任委員。
八、行政院農業委員會副主任委員。
九、行政院公平交易委員會副主任委員。
十、行政院消費者保護委員會秘書長。
十一、石油業代表二人或三人。
十二、學者專家二人或三人。
