Sand and Gravel Excavation Act Article 5
Persons of the Republic of China may apply for a Sand and Gravel Excavation Permit in accordance with this Act.When government agencies apply for or accept applications for Sand and Gravel Excavation Permits, they shall proceed in accordance with the provisions of this Act, taking into account local operational regulations on total quantity control of sand and gravel excavation.The operational regulations for total quantity control of sand and gravel excavation referred to in the preceding paragraph shall be prescribed by the Central Competent Authority.

中華民國人得依本法申請土石採取許可。
政府機關申請或受理申請土石採取許可，應依本法之規定並衡量地方土石採取總量管制規則辦理。
前項土石採取總量管制作業規則，由中央主管機關訂定之。
