Sand and Gravel Excavation Act Article 48
The Competent Authority of the Special Municipality or County (City) shall, upon issuing a Sand and Gravel Excavation Permit Certificate, collect an environmental maintenance fee to serve as a source of funds for the Special Municipality or County (City) Government’s construction of public facilities such as those for soil and water conservation, environmental protection, and road traffic.The environmental maintenance fee referred to in the preceding paragraph may be collected based on the permitted excavation quantity; the standards for its collection shall be prescribed by the Central Competent Authority.

直轄市、縣（市）主管機關於核發土石採取許可證時，應收取環境維護費，作為直轄市、縣（市）政府之水土保持、環境保護及道路交通等公共設施建設經費之財源。
前項環境維護費，得依其許可採取量收取；其收取基準，由中央主管機關定之。
