Statute of Progressive Execution of Penalty Article 51
Prisoners rated Level 2 or higher shall be allowed to read personal reading materials providing such materials do not violate the disciplinary regulations of the prison. The same shall be true for prisoners rated Level 3 or lower where such privilege shall be essential to the edification and education of the prisoners.
