Counter-Terrorism Financing Act Article 3
The Executive Yuan is the authority for policy development, review of proposed legislation, plan approval and supervision in connection with countering TF in the Republic of China.The competent authority shall form a TF review Committee (hereinafter referred to as the Committee) to review any proposal of listing or delisting individuals or legal persons or entities in a sanction list. The Minister of Justice shall preside as the Chairperson and an ex officio member while the deputy directors of the following agencies shall seat the other membership:1. National Security Bureau2. Ministry of Interior3. Ministry of Foreign Affairs4. Ministry of National Defense5. Ministry of Economic Affairs6. Central Bank7. Financial Supervisory CommissionRegulations governing the Committee’s organization, function and operational matters shall be prescribed by the competent authority.

行政院為我國資恐防制政策研議、法案審查、計畫核議及業務督導機關。
主管機關應設資恐防制審議會（以下簡稱審議會），為個人、法人或團體列入制裁名單或除名與相關措施之審議；由法務部部長擔任召集人，並為當然委員；其餘委員由下列機關副首長兼任之：
一、國家安全局。
二、內政部。
三、外交部。
四、國防部。
五、經濟部。
六、中央銀行。
七、金融監督管理委員會。
八、其他經行政院指定之機關。
審議會之組成、運作及相關事項之辦法，由主管機關定之。
主管機關應設資恐防制審議會（以下簡稱審議會），為個人、法人或團體列入制裁名單或除名與相關措施之審議；由法務部部長擔任召集人，並為當然委員；其餘委員由下列機關副首長兼任之：
一、國家安全局。

五、經濟部。
六、中央銀行。
七、金融監督管理委員會。
八、其他經行政院指定之機關。
