1971 Criminal Commutation Act Article 3
Offenders that deserve commutation pursuant to the preceding Article and have final judgment rendered, but have not been enforced, or are in the process of enforcement shall be commuted in accordance with the following provisions:(1) Death penalty is commuted to life imprisonment.(2) Life imprisonment is commuted to 10 years of fixed-term imprisonment.(3) Fixed-term imprisonment, detention or fine shall have 1/2 of the sentence commuted or amount reduced.Offenders who are on suspended sentence or parole should also receive commuted sentences in accordance with the preceding paragraph.

前條應減刑之人犯，已經判決確定尚未執行或尚未執行完畢者，依左列規定減刑：
一、死刑減為無期徒刑。
二、無期徒刑減為有期徒刑十年。
三、有期徒刑、拘役或罰金減其刑期或金額二分之一。
緩刑或假釋中之人犯仍應依前項規定減刑。
