Punishments for criminal offenses as stipulated in the following are not commuted:1. Participating in the Communist party and the offenses stipulated in Article 2, Paragraph 1 of the Act Governing the Punishment of Rebellion.2. The offenses as stipulated in Article 2, Paragraph 1 of the Act Governing the Punishment of Banditry.3. The offenses as stipulated in Article 7, Paragraph 3 of the Act Governing the Control and Prohibition of Guns, Cannon, Ammunition, and Knives.4. The offenses as stipulated in Article 223, and Article 272, Paragraph 1 of the Criminal Code.5. The offenses as stipulated in Article 271, Paragraph 1 of the Criminal Code that are committed twice or more.6. The offenses as stipulated in Article 271, Paragraph 1 of the Criminal Code with two or more victims in one act.

左列各罪，不予減刑：
一、參加共產黨而犯懲治叛亂條例第二條第一項之罪。
二、懲治盜匪條例第二條第一項之罪。
三、槍砲彈藥刀械管制條例第七條第三項之罪。
四、刑法第二百二十三條及第二百七十二條第一項之罪。
五、刑法第二百七十一條第一項之罪二次以上。
六、一行為犯刑法第二百七十一條第一項之罪而被害人二人以上。
