Administrative Procedure Act Article 105
A person subject to the administrative disposition who presents a written statement under the preceding article shall state therein the facts and his point of law.An affected person is likewise entitled to present a written statement of the facts and his point of law; provided that he shall give full explanation of his interest in the administrative disposition for which he is related.Failure to produce written statement within the specified period shall be deemed to be a waiver of the opportunity to make statement.

行政處分之相對人依前條規定提出之陳述書，應為事實上及法律上陳述。
利害關係人亦得提出陳述書，為事實上及法律上陳述，但應釋明其利害關係之所在。
不於期間內提出陳述書者，視為放棄陳述之機會。
