Enforcement Act of the Part of Rights In Rem of the Civil Code Article 9
If an agency for registration provided for in Article 3, paragraph 1 is not yet established, a person who may duly claim to be registered as owner will be deemed the owner from the date on which the person is entitled to claim for registration.
