Primary and Junior High School Act Article 36

The books and textbooks that a school has selected to use may be procured by the central competent authority or by a special municipality or county (city) competent authority designated by the central competent authority, in accordance with the provisions of the Government Procurement Act, or by entering into an administrative contract with a textbook publisher; the form of such a contract shall be prescribed by the central competent authority.The books and textbooks referred to in the preceding paragraph that schools use for arts and activities subjects shall be lent without charge to students who require such assistance.
