The term “competent authority” referred to in this Act shall be the Ministry of Education at the central government level, the municipal government at the municipal level, and the county or city government at the county or city level(hereinafter referred to as “the local competent authority”).The competent authority at each level shall work together and in coordination with any other competent authority involved to undertake any matter undertaken to achieve the aims stipulated in this Act.Regarding matters authorized to be prescribed by the central competent authority by this Act, the central competent authority shall confer with local competent authorities to carry out the matters.
