Early Childhood Education and Care Act Article 13
The municipal and county(city) competent authority shall provide early intervention, professional assistance, and subsidies to children with disabilities in accordance with relevant laws and regulations.The central government shall subsidize professionals of special education with fees on an hourly pay, expenditure, and cost of facilities to local governments in order to safeguard educare resources and services for disabled children. The regulations for subsidy shall be stipulated by the central competent authority.

直轄市、縣（市）主管機關應依相關法律規定，對接受教保服務之身心障礙幼兒，主動提供專業團隊，加強早期療育及學前特殊教育相關服務，並依相關規定補助其費用。
中央政府為均衡地方身心障礙幼兒教保服務之發展，應補助地方政府遴聘學前特殊教育專業人員之鐘點、業務及設備經費，以辦理身心障礙幼兒教保服務；其補助辦法，由中央主管機關定之。
