Teacher Education Act Article 4
Teacher Education shall be implemented with a focus on student-learning-centered educational competence, a sense of professionalism, and character development. Respect for diversity, ethnic cultures, social concerns, and international vision shall also be enhanced.In order to achieve the objectives of Teacher Education set out in the preceding paragraph, the Central Competent Authority shall formulate Guidelines Regarding Teachers' Professionalism and The Criteria Governing Pre-service Teacher Education Courses.The course criteria referred to in the preceding paragraph shall address teaching competence stipulated in the curriculum guidelines for senior high schools and below, and in the preschool curricular outlines, and address each major issues.

師資培育應落實以學生學習為中心之教育知能、專業精神及品德陶冶，並加強尊重多元差異、族群文化、社會關懷及國際視野之涵泳。
為達成前項師資培育之目標，中央主管機關應訂定教師專業素養指引及師資職前教育課程基準。
前項課程基準，應符應高級中等以下學校課程綱要、幼兒園教保活動課程大綱之教學能力，並符合各項重大議題。
