Regulations Governing Educational Institutions at All levels Applying for Work Permits for Foreign Teachers and Their Administration Article 4
A foreigner who is employed as a teacher in the category referred to in Subparagraph 1 of the preceding article shall have the qualifications stipulated in the Act Governing the Appointment of Educators or in regulations governing the appointment of such teachers.A foreigner in the category referred to in the preceding paragraph who is employed as a foreign language teacher at a foreign language center of a public or a registered private university or tertiary college shall have a degree from a domestic or foreign university or independent college recognized by the competent authority, and any language course taught by that person shall be a course on an official language of the country that issued their passport.If a foreigner is employed as a teacher in the category referred to in Subparagraph 2 of the preceding article, that educational institution for international residents shall appoint a qualified teacher in accordance with the related regulations of the particular foreign country whose citizens the school provides education for.A foreigner employed as a teacher in the category referred to in Item 1, Subparagraph 3 of the preceding article shall have a degree from a domestic or foreign university or independent college recognized by the competent authority and shall meet one of the following requirements:1.Be a teacher with a qualification to teach English courses or have a teaching qualification, and the qualification shall be adequate evidence that the person is permitted to teach English language courses in the country where their qualification was obtained to nationals of that country; or2.Have taught English courses for one year or more in an educational institution overseas recognized by the competent authority, or have been recruited by a competent authority and worked for one year or more as a full-time teaching assistant co-teaching English language arts field subjects or English as a subject in a domestic public school, and meet one of the following requirements:(1)Have graduated from an undergraduate university department or higher level institute of education, English, or a related field, and have completed at least 120 hours of coursework that includes English language teaching materials and methods, English language teaching assessment, and an introduction to second language learning, and demonstrated teaching; or(2)Have a TESOL (Teaching English to Speakers of Other Languages) certificate, a TEFL (Teaching English as a Foreign Language) certificate, or a CELTA (Certificate of English Language Teaching to Adults) certificate issued by a domestic or foreign university or independent college recognized by the competent authority.A foreigner employed as a teacher referred to in Item 2, Subparagraph 3 or in Subparagraph 4 of the preceding article shall have a degree from a domestic or foreign university or independent college recognized by the competent authority and shall have qualifications in or be qualified to teach courses in the field or subject which they plan to teach. The qualifications shall be adequate evidence that the person is permitted to teach the courses that they plan to teach in Taiwan in the country that issued their qualifications to nationals of that country.A foreigner employed as a teacher referred to in Item 3, Subparagraph 3 of the preceding article shall have a degree from a related department or institute of a domestic or foreign university or independent college recognized by the competent authority and shall have qualifications in or be qualified to teach courses in the field or subject which they plan to teach. These qualifications shall be adequate evidence that the person is permitted to teach the courses that they plan to teach in Taiwan in the country that issued their qualifications to nationals of that country, and they shall meet the requirements stipulated in Paragraph 4.If a foreigner who is employed as a teacher in the category referred to in Item 1 or Item 3 of Subparagraph 3 of the preceding article, English shall be the official language or a commonly used language of the country that issued their passport. If a foreigner is employed as a teacher in the category referred to in Item 2 of Subparagraph 3, the foreign language other than English shall be an official language of the country that issued that person’s passport. The same applies to a foreigner who teaches courses in the programs referred to in Subparagraph 4 of the preceding article in a foreign language.The courses offered by a university that issues the certificates referred to Item 2 of Subparagraph 2 of Paragraph 4 shall meet the following requirements:1.The content of the course includes English language teaching materials and methods, English language teaching assessment, an introduction to second language learning, and demonstrated teaching;2.The course is at least 120 hours long; and3.Distance learning courses are not permitted to exceed two thirds of the total course hours.

外國人受聘僱擔任前條第一款規定之教師，應符合教育人員任用條例或各該教師聘任規定所定資格。
前項外國人受聘僱於公立或經立案之私立大專校院外國語文中心擔任外國語文教師，應取得主管機關採認之國內外大學或獨立學院學位，且任教之語文課程應為其護照國籍之官方語言。
外國人受聘僱擔任前條第二款規定之教師，應由該外國僑民學校依該外國有關規定聘任合格教師。
外國人受聘僱擔任前條第三款第一目規定之教師，應取得主管機關採認之國內外大學或獨立學院學位，且符合下列各款規定之一：
一、取得英語文課程合格教師或任教資格；前開資格應能證明其得於該國任教該國人英語文課程。
二、於主管機關採認之國外學校任教英語文課程一年以上，或由主管機關引進於國內公立學校全時擔任英語文領域或科目協同教學之教學助理人員一年以上，且符合下列各目規定之一：
（一）大學以上教育、英語或相關系、所畢業，且已修習英語文教材教法、教學評量及第二語言學習概論與試教課程內容達一百二十小時以上。
（二）取得主管機關採認之國內外大學所發給TESOL證照（TeachingEnglishtoSpeakersofOtherLanguages，簡稱TESOL）、TEFL證照（TeachingEnglishasaForeignLanguage，簡稱TEFL）或CELTA證照（CertificateofEnglishLanguageTeachingtoAdults，簡稱CELTA）。
外國人受聘僱擔任前條第三款第二目及第四款規定之教師，應取得主管機關採認之國內外大學或獨立學院學位，及擬任課程領域或科目合格教師或任教資格；上開資格，應能證明其得於該國任教該國人擬任課程。
外國人受聘僱擔任前條第三款第三目規定之教師，應取得主管機關採認之國內外大學或獨立學院相關系、所學位，及擬任課程領域或科目合格教師或任教資格；上開資格，應能證明其得於該國任教該國人擬任課程，並符合第四項規定。
外國人受聘僱擔任前條第三款第一目及第三目規定之教師，英語文應為其護照國籍之官方語言或通用語言，受聘僱擔任前條第三款第二目規定之教師，該語文應為其護照國籍之官方語言；其以外國語文任教前條第四款學科課程者，亦同。
大學發給第四項第二款第二目證照所開設之課程，應符合下列規定：
一、課程內容，包括英語文教材教法、教學評量及第二語言學習概論與試教。
二、課程時數，達一百二十小時。
三、遠距教學課程，不得超過課程總時數三分之二。
