Regulations Governing Educational Institutions at All levels Applying for Work Permits for Foreign Teachers and Their Administration Article 3
In these Regulations the term “foreign teacher” refers to a foreigner who is employed as a teacher at an educational institution in any of the following categories:1.A teacher at a public or registered private university or tertiary college.2.A teacher at an educational institution for international residents.3.A teacher teaching in any of the following categories at a public or registered private elementary school, junior high school, or senior secondary school:(1)A teacher who teaches English language arts field subjects or English as a subject.(2)A teacher who teaches language arts field subjects related to a foreign language other than English or teaches a foreign language other than English as a subject.(3)A teacher who has recognized professional expertise in arts or activity related fields or subjects who teaches such subjects or subjects in any such field, and who assists with related teaching and teachers’ workshops and training.4.A teacher in a bilingual department or a bilingual school section of a public or private experimental senior secondary school, or a teacher of courses in programs established with the approval of a competent authority for children of foreign professionals, foreign specialized professionals, and foreign senior professionals.

本辦法所稱外國教師，指外國人受聘僱擔任下列學校之教師：
一、公立或經立案之私立大專校院之教師。
二、外國僑民學校之教師。
三、公立或已立案之私立高級中等以下學校之下列教師：
（一）任教英語文領域或科目者。
（二）任教英語文以外之外國語文領域或科目者。
（三）依其專長任教藝能及活動等相關領域或科目，並協助相關教學及教師研習、培訓者。
四、公立或已立案私立實驗高級中等學校雙語部或雙語學校，及主管機關核定設立招收外國專業人才、外國特定專業人才及外國高級專業人才子女專班之學科教師。

三、公立或已立案之私立高級中等以下學校之下列教師：
