Regulations for the Establishment and Management of Private Elementary Schools, Junior and Senior High Schools, and Affiliated Preschools for International Residents Article 17
A SIR shall set up a Board of Directors. The Board shall consist of 7 to 21 Directors. The number of Directors shall be cited in the charter of the Board of Directors.One third (1/3) of the Directors of a SIR shall bear the nationality of the home country of the school, and shall at least have a Master’s degree or above from the home country, or have taught or conducted research in that country for more than 10 years.A person who meets any one of the conditions listed in Article 5 can not be the Director of a SIR.

外國僑民學校應設董事會，置董事七人至二十一人，其董事名額應載明於董事會組織章程。
外國僑民學校之董事，應有三分之一以上具有該外國之國籍、曾在該外國留學取得碩士以上學位或曾在該外國從事教學研究十年以上者。
有第五條各款情形之一者，不得充任董事。
