Regulations for the Implementation of Procurement on a Turnkey Basis Article 4
For procurement on a turnkey basis, an entity shall, depending on whether such procurement concerns construction works or properties, prescribe in the tender documentation that a tenderer must meet one of the following circumstances:1.being an eligible supplier to perform detailed design and construction;2.being an eligible supplier to perform detailed design or construction;3.being an eligible supplier to perform detailed design, supply and installation; or4.being an eligible supplier to perform either detailed design or supply and installation.With regard to the procurement referred to in the preceding paragraph, the entity may prescribe in the tender documentation to permit joint tendering by a limited number of suppliers.

機關以統包辦理招標，應依其屬工程或財物之採購，於招標文件規定投標廠商應符合下列情形之一：
一、屬負責細部設計及施工之廠商。

四、屬負責細部設計或供應及安裝之廠商。
前項招標，機關得於招標文件中規定允許一定家數內之廠商共同投標。
