The day the Complaint Review Board receives a written complaint shall be deemed the day the complaint is lodged.If a complainant mistakenly lodges a complaint with an authority other than the Complaint Review Board, the day the authority receives the written complaint shall be deemed the day the complaint is lodged.The authority receiving a written complaint under the circumstances set forth in the preceding paragraph shall refer the written complaint to the Complaint Review Board within three days of receipt thereof, and notify the complainant of the referral.
