Enforcement Rules for the Issuance of ROC Visas to Foreign-Passport Holders Article 3
A passport holder who may apply to MOFA for a visa upon arrival in the ROC due to special needs as described in Article 6 of the Statute are passport holders from countries other than the specified countries who meet any of the following conditions and obtain approval from MOFA:1.They have been invited to the ROC by the Central Government;2.They have been invited to international conferences and/or activities hosted by the Central Government of the ROC;3.Expedited entry is necessary due to major events or disaster relief programs; and4.Other important causes.
中文原文 外國護照簽證條例施行細則第3條
本條例第六條所定因特殊需要，外交部得准予抵我國時申請簽證者，指特定國家國民以外之外國護照持照人具下列各款情形之一，並經外交部同意者：
一、應我國中央政府機關邀請來我國訪問。
二、應邀來我國參加由中央政府機關主辦、協辦或贊助之國際會議或活動。
三、因應我國重大事故或處理災難救助案件，須緊急來我國。
四、有其他重大事由。
