Enforcement Rules of Firework and Firecracker Management Act Article 9
The safety protection plan specified in Paragraph 1, Article 18 of the Act encompasses the following items:I. The job title of the proprietor and the firework and firecracker supervisor.II. The site safety strategy, with the content as follows:(I) Transporting/loading safety management.(II) Storage safety management.(III) Manufacturing safety management.(IV) Destruction safety management.(V) Fire use and electricity use supervision management.(VI) Fire safety equipment maintenance management.III. Self defense fire mobilization.IV. Voluntary inspection of the fire evacuation facility.V. Fire extinguishing action in the wake of a fire or other disaster, reporting contact, evacuation guidance and emergency safety measures.VI. Fire extinguishing, reporting and evaluation drill implementation, which is to be staged at least once every six month, with each drill lasting no less than four hours, and the operator is to notify the district fire authorities in advance.VII. Fire response orientation trainingVIII. Site layout drawing, emergency evacuation drawing and layout drawing.IX. Arson preventing measures.X. Other necessary fire prevention response measures.
中文原文 爆竹煙火管理條例施行細則第9條
本條例第十八條第一項所定安全防護計畫，包括下列事項：
一、負責人及爆竹煙火監督人之職責。
二、場所安全對策，其內容如下：
（一）搬運安全管理。
（二）儲存安全管理。
（三）製造安全管理。
（四）銷毀安全管理。
（五）用火用電之監督管理。
（六）消防安全設備之維護管理。
三、自衛消防編組。
四、防火避難設施之自行檢查。
五、火災或其他災害發生時之滅火行動、通報連絡、避難引導及緊急安全措施。
六、滅火、通報及避難演練之實施；每半年至少應舉辦一次，每次不得少於四小時，並應事先通知所轄消防主管機關。
七、防災應變之教育訓練。
八、場所位置圖、逃生避難圖及平面圖。
九、防止縱火措施。
十、其他防災應變之必要措施。
