Standards for Establishing Places for Manufacturing, Storing, Processing Public Hazardous Substances and Flammable Pressurized Gases, and Regulations on Safety Control of such Places Article 33
The location, structure, and equipment of the indoor storage tank site shall comply with the following requirements:1.The location shall be an exclusive storage tank room located on the first floor of the building.2.The distance between the exterior wall of the side panel of the storage tank and the interior wall surface of the exclusive storage tank room shall be more than fifty (50) centimeters. When two or more storage tanks are installed in an exclusive indoor space, the distance between any two exterior walls of the side panels of the storage tanks shall be at least fifty (50) centimeters.3.The capacity of the storage tank shall not exceed forty (40) times of the control volume, and when storing Class 4 public hazardous substances, except for Class 4 petroleum and animal and vegetable oils, the capacity shall not exceed 20,000 liters. When two or more storage tanks are installed in the same dedicated storage tank room, their capacities shall be calculated together.4.Storage tank structure: The material of the storage tank shall be a steel plate of more than 3.2 mm in thickness or one of equivalent or better properties.5.The surface of the storage tank shall have an anti-corrosion function.6.Storage tanks with positive and negative pressures exceeding 500 mm of water column pressure (hereinafter such storage tanks are referred to as pressure storage tanks) shall be equipped with safety devices; and non-pressure storage tanks shall be equipped with vent pipes.7.Storage tanks shall be equipped with a device for automatic storage reserves display.8.Where a storage tank stores Class 4 public hazardous substances, its sprue shall comply with the following requirements:(1)It shall not be located in a place prone to fire or hindering evacuation.(2)It can be combined with the injection hose or injection pipe, and there must be no leakage.(3)A pipe valve or a cap shall be installed on the sprue.(4)Where the stored item is likely to cause static electricity disasters, a grounding device that can effectively remove static electricity shall be installed.9.The valve of a storage tank shall be made of cast steel or materials of equivalent or better properties, and there shall be no leakage.10.The drainage pipe of the storage tank shall be located on the tank wall. However, the connection part between the drainage pipe and the storage tank may be located at the bottom of the storage tank if there is no risk of damage in the event of an earthquake or land subsidence.11.The walls, columns, and floors of the exclusive storage tank room shall be of fireproof structure, and the beams shall be constructed of non-combustible materials. Where the exterior wall poses a risk of spreading fire, no openings shall be constructed on the exterior wall except for access opening. However, where no risk of spreading fire is posed when the stored content is a Class 4 public hazardous substance with a flash point above 70 degrees Celsius, the walls, columns, and floors of the exclusive storage tank room may be constructed of non-combustible materials.12.The roof of the exclusive storage tank room shall be constructed of non-combustible materials, and no ceiling shall be constructed.13.The windows and access openings of the exclusive storage tank room shall be equipped with fireproof windows and doors with a fireproof effect of more than 30 minutes. However, where the exterior wall poses a risk of spreading fire, the access opening shall be equipped with a normally-closed fire door with a fireproof effect of more than one hour.14.When the windows and access openings in the preceding paragraph are equipped with glass, the glass shall be inlaid with wire mesh or materials of equivalent or better protective properties.15.Where liquid items of the 6 classes are stored, the floor shall be of impermeable structure, with appropriate inclination and liquid collection facilities.16.The access opening of the exclusive storage tank room shall be set up with a threshold of more than 20 centimeters, or with a measure, of equivalent or better effectiveness, for outflow prevention.17.The exclusive storage tank room shall have adequate daylighting, lighting and ventilation equipment. Where a risk of accumulating flammable vapor is posed when the stored content is any substance in the 6 classes with flash point under 70 degrees Celsius, equipment shall be installed to effectively discharge the vapor to a height above the eaves or outdoors at a height of more than four (4) meters from the ground.For a building used as a manufacturing site or general processing site for substances of 6 classes, when the aforementioned building is set up to store Class 4 public hazardous substances with a flash point above 40 degrees Celsius, the location, structure and equipment shall comply with the provisions of preceding Subparagraphs 1 to 10, 12, and 14 to 17, as well as the following requirements:1.The walls, columns, and floors of the exclusive storage tank room shall be of fireproof structure with a fireproof effect of more than two hours. Beams shall be constructed of non-combustible materials. Where the exterior wall poses a risk of spreading fire or contains zoning partition walls, no openings shall be constructed on the exterior wall except for access opening.2.The windows of the exclusive storage tank room shall be equipped with fire windows with a fireproof effect of more than two hours; and the access opening shall be equipped with a normally-closed fire door with a fireproof effect of more than two hours.

四、儲槽構造：儲槽材質應為厚度三點二毫米以上之鋼板或具有同等以上性能者。
五、儲槽表面應有防蝕功能。
六、正負壓力超過五百毫米水柱壓力之儲槽（以下簡稱壓力儲槽），應設置安全裝置；非壓力儲槽應設置通氣管。
七、儲槽應設置自動顯示儲量裝置。
八、儲槽儲存第四類公共危險物品者，其注入口應符合下列規定：
（一）不得設於容易引起火災或妨礙避難逃生之處。
（二）可與注入軟管或注入管結合，且不得有洩漏之情形。
（三）應設置管閥或加蓋。
（四）儲存物易引起靜電災害者，應設置有效除去靜電之接地裝置。
九、儲槽閥應為鑄鋼或具有同等以上性能之材質，且不得有洩漏之情形。
十、儲槽之排水管應設在槽壁。
但排水管與儲槽之連接部分，於發生地震或地盤下陷時，無受損之虞者，得設在儲槽底部。
十一、儲槽專用室之牆壁、柱及地板應為防火構造，樑應以不燃材料建造，外牆有延燒之虞者，除出入口外，不得設置開口。
但儲存閃火點在攝氏七十度以上之第四類公共危險物品無延燒之虞者，其牆壁、柱及地板得以不燃材料建造。
十二、儲槽專用室之屋頂應以不燃材料建造，且不得設置天花板。
十三、儲槽專用室之窗戶及出入口，應設置三十分鐘以上防火時效之防火門窗。
但外牆有延燒之虞者，出入口應設置一小時以上防火時效之常時關閉式防火門。
十四、前款之窗戶及出入口裝有玻璃時，應為鑲嵌鐵絲網玻璃或具有同等以上防護性能者。
十五、儲存液體六類物品者，其地板應為不滲透構造，並有適當傾斜度及集液設施。
十六、儲槽專用室出入口應設置二十公分以上之門檻，或設置具有同等以上效能之防止流出措施。
十七、儲槽專用室應有充分採光、照明及通風設備。
儲存閃火點未達攝氏七十度之六類物品，有積存可燃性蒸氣之虞者，應設置將蒸氣有效排至屋簷以上或室外距地面四公尺以上高處之設備。
於供作六類物品製造場所或一般處理場所使用之建築物，設置前項場所儲存閃火點在攝氏四十度以上第四類公共危險物品時，其位置、構造及設備除應符合前項第一款至第十款、第十二款及第十四款至第十七款規定外，並應符合下列規定：
一、儲槽專用室之牆壁、柱及地板應為防火構造，具有二小時以上防火時效。
樑應以不燃材料建造，外牆有延燒之虞者及區劃分隔牆壁，除出入口外，不得設置其他開口。
二、儲槽專用室之窗戶，應設置二小時以上防火時效之防火窗；出入口，應設置二小時以上防火時效之常時關閉式防火門。
