Police Personnel Management Act Article 16
The appointment of police officers to all ranks and classes within each rank shall be subject to the following procedures:1. For the ranks of Police General and Police Superintendent, the Ministry of the Interior shall forward nominations to the Ministry of Civil Service for review, and then appointment by the President.2. For the rank of Police Sergeant, the Ministry of the Interior shall forward nominations to the Ministry of Civil Service for review or by the government of a special municipality to the Ministry of Civil Service for review and then approval by the Ministry of the Interior.

警察官初任各官等及警監各官階時均應任官，程序如下：
一、警監、警正由內政部核轉銓敘部銓敘審定合格後，呈請總統任官。
二、警佐由內政部核轉銓敘部銓敘審定合格後任官，或由直轄市政府核轉銓敘部銓敘審定合格後，報內政部任官。
