Regulation on Tendering Sale, Lease and Management of Dwelling Houses and Commercial, Industrial and Other Urban Service Facilities in New Towns. Article 6
The minimum price for sale or lease of dwelling house and commercial, industrial and other urban service facilities shall be assessed according to the construction cost, land use zoning, location, type of building, storey, traffic, road width, public facilities, expected development prospect and other conditions, and referring to the realty prices or rents in ambient areas.In case of lease through tendering, the annual interest of land value and other necessary expenses for management and maintenance shall be also considered in assessment of the rent.

住宅、商業、工業及其他都市服務設施標售、標租之底價，按其興建成本、土地使用分區、位置、建築物類型、樓層、交通、道路寬度、公共設施及預期發展等條件之優劣，並參考鄰近地區房地產價格或租金估定之。
如為標租時，其租金之估算並考量鄰近地價年息及其他管理維護必要之費用。
