Urban Planning Act Article 27-2
Parallel operations may be adopted for major development investment cases that involve formulation or modification of urban plans and environmental impact assessment, water conservation, and maintenance required by law. If necessary, the competent authority for the urban development in concern may convene joint examine meetings to make the decisions.The Ministry of the Interior shall consult with the environmental protection and water conservation authorities in the central government to stipulate the regulations regarding the definition of major development plans and the composition and operating procedure of the joint examine meetings described in the preceding paragraph.

重大投資開發案件，涉及都市計畫之擬定、變更，依法應辦理環境影響評估、實施水土保持之處理與維護者，得採平行作業方式辦理。
必要時，並得聯合作業，由都市計畫主管機關召集聯席會議審決之。
前項重大投資開發案件之認定、聯席審議會議之組成及作業程序之辦法，由內政部會商中央環境保護及水土保持主管機關定之。
