Urban Planning Act Article 14
The Ministry of the Interior may formulate special district plans if necessary.If necessary, county/city governments may formulate city/township development plans or Countryside street plan for areas designated by the Ministry of the Interior or county/city governments as requiring such plan.

特定區計畫，必要時，得由內政部訂定之。
