Enforcement Rules of the Household Registration Act Article 29

All forms and lists for processing census and household registrations shall be produced by the household registration offices or municipal and county (city) governments. In any alteration made to the entries of the census or household registration forms and lists there shall be affixed with the chop of the person who makes the alteration.
