Household Registration Act Article 63
Upon the initial issuance or national-wide replacement of household certificates, it can be claimed by the head of the household himself/herself or delegated to others with a letter of proxy.Upon the re-issuance or replacement of household certificates, it can be claimed by the head of the household himself/herself or delegated to others with a Letter of Proxy at any Household Registration Office.

初領或全面換領戶口名簿，由戶長親自或以書面委託他人向戶籍地戶政事務所為之。
