Public officials Election And Recall Act Article 77
Active-duty military service members, male citizens of conscription age who are actively serving substitute service, and civil servants shall not be permitted to propose a recall. The civil servants referenced in the preceding paragraph are the civil servants specified in Article 24 of the Civil Servant Services Act.

現役軍人、服替代役之現役役男或公務人員，不得為罷免案提議人。
前項所稱公務人員，為公務員服務法第二十四條規定之公務員。
