The Interior Affairs Professional Medal and the Conscription Affairs Professional Medal are each divided into three classes: First Class, Second Class, and Third Class, all to be worn with a ribbon bar. Except in cases of exceptional deeds or special circumstances, the initial award shall be Third Class, with the possibility of promotion to a higher class based on merit. The same deeds shall not be awarded two types of medals.
