Organizational Act of the Executive Yuan Article 5
The Executive Yuan shall have seven to nine Ministers without Portfolio, specially appointed.The Ministers without Portfolio may hold concurrent positions as the Ministers of the Commissions or the Councils mentioned in the preceding Article.
