Youth Basic Act Article 26
Every four years, the central competent authority shall consider the directions of national development, social needs, and policy visions and draw up a white paper on youth policy and submit it to the Executive Yuan for approval. The white papers will be the basis for the administration of the youth-related policies and their implementation by other competent authorities.Every four years, the Executive Yuan shall convene a national youth conference to broadly solicit opinions from all sectors of society and discuss nationwide youth development affairs.

中央主管機關應考量國家發展方向、社會需求及政策願景，每四年擬訂青年政策白皮書，報請行政院核定，作為青年相關政策之施政依據，並由各目的事業主管機關執行。
