A key research institute shall provide 10% or more of its revenue from the performance of R&D to the national university for improving teaching staff, supplementing its facilities, and for further development of the university. However, the university may come to an agreement with the key research institute for provision of a higher percentage, for the development of teaching and research and to implement plans of great importance for further development of the university.The key research institute shall determine the percentage and use of the revenue from the performance of R&D referred to in the preceding paragraph and report the details to the supervisory committee for reference upon deliberation and approval by the management committee.
