Special Act for Post-Disaster Reconstruction of the Matai'an River Landslide Dam in Hualien Article 1
This Act is enacted to ensure the efficient, swift implementation of the recovery and reconstruction work in the Matai'an River Landslide Dam disaster affected areas in Hualien. Matters not stipulated in this Act, the provisions of the Disaster Prevention and Protection Act and other relevant laws shall apply. However, where other laws provide provisions more favorable to post-disaster recovery, reconstruction, and remediation, the most advantageous provisions shall apply. Where the reconstruction areas are located within Indigenous tribe, the relevant provisions of the Indigenous Peoples Basic Law shall apply.

為有效、迅速推動花蓮馬太鞍溪堰塞湖災區復原重建工作，特制定本條例。
本條例未規定者，適用災害防救法及其他相關法律之規定。
但其他法律規定較本條例更有利於災後復原重建整治者，適用最有利之法律。
重建地區位於原住民族部落者，並應依原住民族基本法相關規定辦理。
