Regulations for Policy Evaluation of Government Acquisition of Public Services with Compensation Article 5
A quantitative evaluation shall include the following:1. The benefits in terms of improving service quality.2. The benefits in terms of improving asset maintenance levels.3. The benefits in terms of early realization of facilities services.4. The value-at-risk (VaR) of engaging a private institution to construct and operate the infrastructure project.5. External costs and benefits.The matters set forth in Subparagraphs 1 to 4 of the preceding paragraph shall be calculated using quantitative methods.
