Official Seals Act Article 13
If it is necessary to issue official seals for special agencies or official positions in Mongolia and Tibet, the official seals may be issued according to this Act or according to usual practice.

蒙、藏地方特殊性質之機關或官職，必須製發印信者，得比照本條例之規定製發，或依向例辦理。
