Judgment deliberation procedures by the Arbitration Committee are closed.Arbitration Committee meetings may be held upon the attendance of a majority of all Arbitration Committee members; judgments must be approved by a majority of members in attendance; when the number of members in favor and opposed to a resolution is equal, the chairman’s decision presides. Dissenting members and their opinions may be entered into the record.
