Examination Affairs Act Enforcement Rules Article 6

When policy dictates such a necessity, the Examination Yuan may offer recommendations to the Board of Examiners (or Committee of Examiners). In the event of serious difficulties, the Board of Examiners (or Committee of Examiners) shall report these to the Examination Yuan for resolution by the Examination Yuan Council.
中文原文 典試法施行細則第6條
本法第七條所稱考試方式之特殊需要，指考試方式具實際操作必要，且須具備實務經驗與專業知識技能；所稱應試科目之特殊需要，指應試科目僅少數學校開設相關科系或課程或學校未開設相關課程。
本法第七條所稱富有研究及經驗之簡任或相當簡任職務者，指任簡任或相當簡任職務之公務人員五年以上，其所任職務或考試及格類科與擬任應試科目性質相關，且有專門著作或研究報告或實務工作經驗，表現優異者；所稱專業表現成績卓著之專家，指從事專門職業及技術工作十年以上，其專門職業及技術人員高等考試及格類科與擬任應試科目性質相關，無懲戒紀錄，且有專門著作或研究報告或實務工作經驗，表現優異者。
依前項規定遴聘委員仍有困難，經考試院同意者，得另遴聘之。
