Administrative Litigation Act Article 251
The Supreme Administrative Court shall conduct an investigation within the scope of the demand made by the appeal taken from judgment.In investigating whether the judgement rendered by the High Administrative Court is in contravention of the said laws and regulations, the Supreme Administrative Court is not bound by the reasons for appeal taken from judgment.
