Administrative Litigation Act Article 228-4
The administrative court should prepare a roster of individuals who are fit to serve as mediators so that judges find it convenient to appoint them. The Judicial Yuan shall determine the qualifications, periods of service, appointment, firing, information that shall be disclosed, per diem, travel expenses, compensation, etc. When a judge finds it necessary in a matter of mediation, he or she may appoint as mediator a person not listed on the roster referred to in the preceding Paragraph. The per diem, travel expenses and compensation are borne by the State.

行政法院應將適於為調解委員之人選列冊，以供選任；其資格、任期、聘任、解任、應揭露資訊、日費、旅費及報酬等事項，由司法院定之。
法官於調解事件認有必要時，亦得選任前項名冊以外之人為調解委員。
第一項之日費、旅費及報酬，由國庫負擔。
