The Notary Act Article 132

The Notary Associations shall be organized by civil notaries.Except for attorney notaries, all civil notaries shall join the notary association. Memberships in the Notary Associations are a right for all duly licensed civil notaries.Court notaries and attorney notaries may join District Notary Associations in the jurisdiction of the district court where they are registered as sustaining members.

公證人公會由民間之公證人依法組織之。
民間之公證人除執行律師業務者外，應加入公證人公會，公證人公會不得拒絕其加入。
法院之公證人及執行律師業務之民間之公證人，得加入其所屬法院所在地之地區公證人公會為贊助會員。
