Constitutional Court Procedure Act Article 38
(Erga Omnes Effect of Decisions)A judgment shall be binding on all the authorities and the people. Every authority has an obligation to implement the judgment.The preceding Paragraph shall apply mutatis mutandis to an order on the merits by the Constitutional Court.
