Those who apply for an operating license for a nuclear reactor shall fill out an application form as contained in enclosure five (Appendix 5), and submit a final safety analysis report and the technical specifications of safe operation, which shall state the following particulars.1. The latest information about the character of the site on which the facility is to be located.2. A final analysis and evaluation of the structures.3. The means for controlling radioactive materials and radiation doses.4. The organization of the nuclear reactor.5. Plans for preoperational testing and initial operations.6. Plans for the conduct of normal operations, maintenance, surveillance and periodic testing.7.
